Detectives with the Broward Sheriff’s Office Traffic Homicide Unit (THI) have arrested an Oakland Park man for causing a fatal crash in September that left a man dead.

According to detectives, around 9:23 a.m. on Sept. 17,  Broward County Regional Communications received a report of a traffic crash with injuries in the 1500 block of East Atlantic Boulevard in Pompano Beach. BSO’s Pompano Beach District deputies and Pompano Beach Fire Rescue responded. BSO’s THI also responded to investigate the circumstances of the crash.

The preliminary investigation revealed that William Windhurst was driving a 2023 Toyota Camry eastbound on East Atlantic Boulevard approaching the intersection of Northeast 15th Avenue. Windhurst entered the designated left turn lane with the intention of traveling northbound on Northeast 15th Avenue. As Windhurst proceeded to turn left to travel northbound on Northeast 15th Avenue, a 2022 BMW M4 coupe driven by Angelo Ragonese was traveling at a high rate of speed and collided with the Camry in a T-bone type collision. The impact of the collision forced the Toyota into a nearby Truist Bank building. Paramedics transported occupants of both vehicles, including a child that was in Ragonese’s car to Broward Health North.

Due to the severity of his injuries, Windhurst was transferred to a hospice facility, and on Sept. 19, Windhurst was pronounced deceased from the injuries he suffered in the crash.

The preliminary investigation by BSO’s THI detectives determined that driver impairment and excessive speed by Ragonese were contributing factors to the crash. It was determined that the speed of the BMW at the time of the crash was approximately 80 miles per hour with a maximum speed of 124 miles per hour just prior to the crash. Toxicology reports showed that Ragonese tested positive for cocaine.

On Monday, Jan. 20, detectives arrested Ragonese on several charges including DUI Manslaughter, Vehicular Homicide and Abusing a Child Without Great Bodily Harm. He was transported to the Broward County Main Jail.
