With a mission to reduce crime and create safer communities through alternatives to incarceration, Scharf oversees a comprehensive slate of custodial and community-based programs, treatment and active supervision with one goal in mind: to provide offenders with the best opportunity for successful re-entry into the community. 

“From a crime prevention standpoint, we thought it was important to intercede and develop an inmate reentry center, a one-stop shop where these folks can voluntarily come and let us guide them through reentry process,” Scharf said. “That could be things such as food or housing. We have a robust employability skills program. We introduce such things as a cognitive behavioral program, anything that we can do to try to mitigate the propensity to become involved in the criminal justice system again.”
