Description of Incident:
A six month undercover operation by the Broward Sheriff’s Office Strategic Investigations Unit, the Florida State Department of Financial Services, and the National Insurance Crime Bureau and with the cooperation of the State Farm Insurance Company has led to the arrest of a crooked chiropractor, his wife, and their office assistant.
Francis and Christine Falowski were arrested Thursday morning during a raid at their clinic at 4700 State Road 7, in Lauderdale Lakes. Their office assistant, Aimee Lee Weiss, was arrested at a second location a short time later.
According to investigators, the three were involved in a complex scheme to rip off insurance companies for treatments that were never performed. Over the course of several months, two completely healthy undercover detectives posing as patients were “diagnosed” as having several ailments including concussions and even a broken neck. While never receiving any real treatment, the defendants submitted 46 claims totaling $18,075 just related to the two undercovers. In exchange for “treating” the undercovers, the suspects promised to give them a cut of the insurance payments totaling $4,000 each. During one visit, Francis Falowski told an undercover that “if you’re smart you’ll get rich quick.” Investigators believe the fraud related to other “patients” could be in the hundreds of thousands of dollars. Over the course of the investigation, the suspects signed off on physicals they never did using the name of a doctor that no longer worked at the clinic and issued fake prescriptions using the name of another doctor that actually died in 2006.
The defendants claimed to do x-rays, but never put any films in the machines. They claimed to offer massage therapy, yet never laid a hand on a patient. Ultra sounds and electric stimulations were also among the services they submitted claims for, yet never delivered.
Francis Falowski is charged with Organized Fraud, Submitting False and Fraudulent Insurance claims, and Grand Theft. Christine Falowski is facing the same charges, plus Conspiracy to Traffic in Oxycodone. Aimee Lee Weiss is charged with Submitting False and Fraudulent Insurance claims, and a Violation of Probation for a previous manslaughter conviction.
