A BSO deputy on ATV patrol on the beach discovered the body around 4:10 a.m. in the 900 block of Southeast 21 Avenue, behind the Embassy Suites.
Investigators say Jay Harper, 47, was in South Florida for a business conference. Harper went to the beach with a female companion sometime between midnight and 2 a.m. October 17.
