PIO 17-11-15 Hit and Run Of Kevin McQuillan.jpgAround 7 p.m. Nov. 12, McQuillan was walking west across Northwest 21st Avenue, near the 3000 block, when he inexplicably lain down in the southbound lanes. Traffic homicide detectives say that's when a white sedan heading south on the avenue ran over McQuillan. The driver briefly slowed before driving off.
