Description of Incident:

A 53-year-old man fatally struck last month in Deerfield Beach has been identified. Broward Sheriff's Office traffic homicide detectives say Robert Payne was on foot when he was hit by a Toyota Corolla.

Just before 6 a.m. Sept. 29, Mitchell Rosenblatt was driving south in the center lane of 150 S. Powerline Road at or about the posted speed limit of 45 mph. Payne crossed into the car's path. Rosenblatt came to a stop and remained at the scene.

Broward Sheriff Fire Rescue responded to the scene and transported Payne to Broward Health North where he was later pronounced dead. Payne didn't have a fixed address and lived at large in the Deerfield Beach area.

Detectives don't believe impairment, excessive speed or mechanical malfunction contributed to the crash.
